East Bridgewater Police Department Announces Historic Promotions: First-Ever Lieutenant Positions and First Female Sergeant

EAST BRIDGEWATER, MA — Chief Michael E. Jenkins is pleased to announce several promotions and leadership assignments within the East Bridgewater Police Department as part of a long-term organizational restructuring plan designed to strengthen department leadership, improve operational efficiency, and ensure continuity of public safety services.

These promotions mark two historic milestones for the East Bridgewater Police Department: the establishment of the department’s first-ever Lieutenant positions and the promotion of Detective Cecelia Cacciatore, who will become the first female sergeant in department history.

The promotions will take effect on November 8, 2026. A formal swearing-in ceremony will be announced at a later date. The following personnel have been selected for promotion and new assignments:

– Detective Sergeant Ryan Cramer — Lieutenant of Operations. Lieutenant Cramer will oversee patrol operations and investigative functions, providing leadership and supervision to promote effective service delivery, operational efficiency, and accountability.
– Sergeant Alton (AJ) Voisine — Lieutenant of Administration. Lieutenant Voisine will oversee administrative functions and assist with budgeting, policy development, personnel matters, and other departmental responsibilities in support of the department’s overall mission.
– Detective Cecelia Cacciatore — Detective Sergeant. Detective Sergeant Cacciatore will supervise the Detective Division and report to Lieutenant Cramer under the department’s revised command structure. Her promotion makes history as she becomes the first female sergeant in the history of the East Bridgewater Police Department.
– Officer Derreck Card — Patrol Sergeant. Sergeant Card will assume supervisory responsibilities within the Patrol Division, helping guide officers, maintain operational standards, and support the department’s commitment to professional policing.
– Officer Michael Curtin — Detective. Detective Curtin will join the Detective Division, where his responsibilities will include criminal investigations, licensing oversight, and follow-up investigative work. He will also be assigned to the WEB Task Force.

A Historic First for EBPD Leadership

For the first time in the department’s history, East Bridgewater will establish two Lieutenant positions, creating dedicated leadership roles for Operations and Administration. This milestone represents a significant development in the department’s organizational structure, with the goal of clarifying responsibilities, strengthening supervisory accountability, and improving coordination across departmental functions.

At the same time, Detective Sergeant Cacciatore’s promotion represents another historic achievement as she becomes the department’s first female sergeant. Together, these milestones mark an important chapter in the history and continued development of the East Bridgewater Police Department.

Leadership Transition and Long-Term Planning

These promotions represent an important step in the department’s planned leadership transition. Chief Jenkins and Deputy Chief Michael McLaughlin are scheduled to retire effective January 30, 2027, while Sergeant John Grillo is scheduled to retire at the end of 2026.

The department has been preparing for these transitions in advance to maintain stability, preserve institutional knowledge, and establish a clear and effective leadership structure for the future.

The restructuring plan also accounts for additional anticipated retirement-related vacancies and available budget resources. By aligning staffing and command responsibilities with operational needs, the department is planning for these transitions while maintaining the level of service residents expect and deserve.

Chief Jenkins congratulates Lieutenant Cramer, Lieutenant Voisine, Detective Sergeant Cacciatore, Sergeant Card, and Detective Curtin on their promotions and new assignments. Their experience, leadership, and continued commitment to the East Bridgewater community will be valuable assets as the department moves forward through this transition.

“These promotions recognize the experience, dedication, and leadership demonstrated by the officers selected for these positions,” said Chief Jenkins. “Establishing the first Lieutenant positions in the history of the East Bridgewater Police Department is a major milestone for our department. Equally significant is Detective Sergeant Cacciatore’s achievement in becoming our first female sergeant. I congratulate all five officers and look forward to their continued contributions to our department and the community we serve.”

The East Bridgewater Police Department remains committed to its core values of Character, Commitment, and Community and to providing professional, accountable, and effective public safety services to the residents of East Bridgewater.
